Pippi's previous attempt at finding away to rein in her strength didn't turn out very well. This is likely because a) she probably didn't specify clearly enough what she was actually after, and b) the person she went to for help was an ass.

Plan B involved somebody who had a proven track record. Everything always worked the way he said would.
