→ Threadhopping with this character? Yes.
→ 4th walling? I'd like to stay away from it, though I'm fine with a character outside of his canon recognizing him as Shounen Bat.
→ Psychics/mind-reading? It is possible to hear Shounen Bat's "thoughts"; however, they will sound like a buzzing colony of bees. Listening very carefully will reveal that these sounds are actually the distorted voices of many different people all speaking at once. Within these voices, Shounen Bat's own voice may exist but it will be difficult to distinguish. Permission will be necessary if a character is to hear his "true" voice. Permission is granted for characters with special empath or sensory techniques to detect that Shounen Bat is a dark and inhuman entity.

→ Injuring (including severe injury)? Allowed under most circumstances. If he's human and without powers, I ask that you please request permission.
→ Overview of powers & ic obligations: Shounen Bat's powers include the abilities to detect and locate individuals undergoing severe emotional distress, assuming they are unable to hide it. Upon detecting such individuals, he is driven by an innate obligation to attack them. He also possesses several other supernatural capabilities listed here under ability regains.
I will always ask player permission before allowing Shounen Bat to target your character for an attack. I will leave the results of said attack up to the player. Results may include temporary unconsciousness, amnesia, or death. Shounen Bat's attacks may not always be successful, especially when the potential victim has a strong will, in which case his bat will always "miss" and he will be rendered harmless. However, if threatened or provoked or simply enraged for other reasons, he will be extremely dangerous no matter what an individual's mental status happens to be.
