Making a sleeve garter. As easy as I think?

Hi there guys! Long story short: my best friend's 25th birthday is coming up and I've decided to spoil him rotten. He loves steam punk so because I'm surprising him with a concert, I'm going to be dressing him in a new outfit. He always complains about his lack of excitement in his wardrobe, so I'm getting together all the elements he needs to be a dapper gentleman for the night. I was inspired by the red Dragon vest on Gentleman's emporium, and I would like to try and make him a pair of sleeve garters, so that they'll match whatever vest I happen to purchase.

I'm not terribly skilled with a sewing machine, but the way I understand the sleeve garter, would it just be:
1. Get an extra wide strip of elastic to fit around the arm, sew ends together.
2. Encase elastic in strip of fabric to match, sew up.
3. Run a couple of lines of stitching down around the band for decorative effect. Blunt sewing needle of course, don't want to tear the elastic.

Am I on the right track? Am I way off? I couldn't find any patterns online so I could only assume that it was that easy.
