Legging help needed....

I'm making leggings for my outfit out of charcoal knit fabric, and have come across a bit of a snag (not literally, thankfully).   They're pretty much done, but i put them on and they don't fit perfect.  The front puckers a bit and while it's not the end of the world, ideally i'd like to resolve it if possible at this point.

See?  My belly button sits about 1/2 way through the waistband.  Yes, they're supposed to be high-waisted pants as i'm wearing a corset and shirt and don't want the waistband showing at all.  It doesn't look as bad when i'm wearing the corset as it covers up some of it, and a belt will further hide it.

Will simply taking in the seam fix the issue?  If i pull them up higher & tight, the wrinkles pull out, but its' not going to stay like that.  I might also be able to take the waistband in a bit more too, but i don't want to make that too tight.

it looks like i can simply take a long piece of fabric, make a tube with nice ends and tie it, but i've never seen one in person nor a pattern (all i've found are cravats) so i don't know if there's a special shape it needs to have.
