First af all, it's important not to buy a halloween wig, as they come in really bad quality, in thickness, making and fiber. Best is too look for Kanekalon wigs (Kanekalon is the fiber type, Tokyalon is also a good one).
Second thing to know about wigs, is that they are mostly made of wefts. The more wefts, the better quality. Scan around ebay a little and you'll find thousands of wigs, often from China. For a short wig, the price should be around 20 USD to have an ok Quality (some of them are a lot cheaper, and thous have very little wefts).
Some of them have a "skin-top" included, imitating human skin at the front part. The bigger that part, the easier to style in the front.
For really good quality you could also check cosworx, the store of cosplay.com. They are also a lot more expensive, but, like I said, of much higher quality. The board also offers a lot oppertunity to learn how to master your wig, cutting, styling etc + there are loads of crossdressers that could help you out.
Other sources could be your local afro-shop (they mostly sell female wigs, so you'd have to cut yourself, but you could look at the wig before buying), or maybe even theatres (they don't sell officially, but maybe ask?), that use a completely different type of wig as it's not wefted but knotted.
