Character Building.

I've been doing Steampunk costumes for a while, but this is the first time I've actually created a persona to go along with the costume. Normally my costumes are on the Neo-Victorian side. For conventions next year, I'm interested in doing a fusion Steampunk/Carnivale? My character, still in her early stages, is a burlesque dancer for a traveling carnival. As they traveled across the world, her cultural and technological knowledge is advanced. As her story truly begins in my mind, she is offered the position to become a bounty hunter, while still working as a dancer. The higher the prize, the more money, and the higher in society she goes to find people.
I will probably end up doing multiple costumes, for different stages. This may ultimatley end up as one of my short stories. But regardless, at the moment I'm enthralled with this idea.
Anyone have any suggestions? Ideas? References? I have some sketches but any other ideas would be greatly appreciated.
