Hokay, it's not all that complicated, but I've confused more than one person when I mentioned it sloppily on AIM, so here's the best explanation. I don't think making it a real poll would be all that useful. Just take my word on being capable of counting.
You don't need to actually RP out your character voting, though that doesn't mean you can't have them talk about it or whatever. Just comment here listing which character of yours would vote for which other character or other character's costume. So, in other words, this is not players voting for other players, but who you think your character would pick, and thus you get a vote for every character to pick another character on both categories.
To make things interesting, these comments will still be screened. ;P
As mentioned ICly, Minako and Rei can't win, but I'll say they get to vote.
Edit: Joke votes and votes from or for non-students are allowed to be submitted ICly, but don't expect them to win. ;P Anyone who is there can fill out a ballot.
