Via Ratherastory, LJ is messing with scrapbook. Latest PSA wherein LJ messes with something else:
Livejournal Scrapbook is going away. Your 10GB of Paid Member space is now 2GB. If you care, there is an explanation in Russian on the Russian news page. There's also a user-submitted translation.
+ You will no longer have access to your Scrapbook once this goes live.
+ Your images will redirect, but the URL will be different.
+ Unable to tell what will happen to any photos you have that put you over the 2GB limit.
+ Back up your Scrapbook just in case.
+ If you want your photos transferred over now instead of waiting, let them know here.
According to one of the commenters, your old ScrapBook and all its images should still be available after the migration at http://pics.livejournal.com/yourname.
You can check how much storage you're using (whether you're over 2GB) at the bottom of this page. One commenter said a friend has over 6000 pics in Scrapbook, and didn't hit the 2GB wall, so many people should be okay on that score.
Gleaned from mining comments: the new system will not allow you to rearrange your galleries. If this has been on your "to-do" list, do it before the migration.
I found my scrapbook still accessible, but some already can't get in.
