The Enterprise's pretty lights

Okay. So the Enterprise simulator thing on the Blue-Ray is KICK-ASS, and it definitely answered some questions for me (like what those two giant red light things are at the back of the disk). But there were some things it didn't explain.
This has been bugging me for a while now. And it wasn't explained in the simulator thing. So.
What is that???
Cause what it looks like is a giant glowing target that practically screams: "Hey there Klingon Bird of Prey! How are ya? I've got this awesome Bridge, like, right below me. With lots of important people and stuff? So...

I figure it's gotta have some kind of purpose that offsets its Blue-light-special attention grabbing properties.
So, any ideas on what that function is?
