Promotion To Incompetence

There are organizations that promote people based purely upon their length of service, with little relation to the actual value of the individual's work.

The problem that results is that individuals continue being tactical with their work, and may not even add management to their skill-set.

The R&D Manager wrote to me that the projects the department presents are based on their internal knowledge and experience, and no effort has been done to look if others have already done so. He then wanted me to then do the work to justify his projects.

No wonder the same person has a problem trying to justify already completed projects, because he has never needed a business unit to sponsor that research.

I would understand if a junior researcher took this mindset, but am surprised that such rationale is said by an R&D Manager. It shows the lack of planning and strategy. It makes him look silly, and betrays the lack of proper HR planning.
