George W. Actually he was ridiculed over that not because of a perception that anyone with basic observation skills could see, but because he managed to insult 3 nations that were already angry at us. Pointless antagonism is not perceptive.

If another nations' government is already bitterly hostile towards you, I don't think there is anything to lose by pointing out the obvious.

If it's obvious, which you seem to agree on, that sort of undermines your entire opening argument that Bush was somehow more perceptive than everyone else.

And even though they're already hostile, why continue with pointless antagonism?
