Multiple casualties were seen lying on the street outside the city administration building in Lugansk on Monday, following an attack by a Kiev jet-bomber. Fire and smoke billowed from the building, where some reportedly remain trapped.
The attack was reportedly followed by gunfire on the streets around the administration building.
