Question 2: I just assumed Costis came with Ornon as part of his diplomatic entourage and, so, would have been in the palace. Ornon's quarters are implied to be in the palace since Laela, in passing on palace gossip, says that Ornon doesn't make trouble for the servants set aside for him.

I should suppose that Costis couldn't have gotten into the palace without being part of the diplomatic entourage (which, yes, must be housed in the palace.) I mean, the Thief could have snuck in, but Costis must have been admitted ( ... )

1) Oh, I absolutely agree it's not actually what happened and there is very little likelihood of it being feasible in any way, it just brought me such a brief, glowing moment of happiness to envisage the trouble he'd get up to and how that would have worked.

2) Maybe I'm just too much of a conspiracy theorist. The Medes certainly don't seem to consider Attolia anything approaching a threat, it just seems a dangerous tactical move on the part of a smaller country to smuggle in a 'thief' in their entourage and then have that person disappear right around the time a slave/information leak disappears. But true, such a large court probably has people constantly in and out from many countries and it would require a certain amount of caring and oversight to notice what staff looked the same from day to day.
