I don't blame you; the city is certainly going to be vulnerable. On the other hand, if a disaster is going to happen, perhaps Shibusen should be the one to handle it for once... if they're capable, that is.

I think they're capable enough. Like any organization, though, they have some very real limitations.

As long as we don't come back and find that everything has fallen to pieces, I don't much mind what they do. Of course, I can forgive a lot more than usual when I'm promised a cruise in return.

Yes, but swimming is the best of them! One can relax under the sun anywhere, but swimming is only for the beach.
