Lights and things usually go up at the beginning of the month. The holidays themselves are toward the end.
Hmm... One doesn't need to believe in God to celebrate, but that is what the holidays are centered around. For example, Christmas is a celebration of Jesus's birth for the Christians, but a non-Christian may just celebrate by bestowing gifts upon friends and family as a nice gesture.
