Greetings to all of the new residents! My name is Lili Rochefort, and I know that you all are still trying to settle in, but before you get too comfortable, I feel like I am obligated to make you aware of a few dirty details that nobody else here will have the decency or the moxie to tell you.
First thing's first - you're being watched. The Agency has cameras set up all over the place. Not in your apartments, or so they claim, but if you have the audacity to step outside your home, they're tracking you like a common criminal. No background checks, as the nature of our situation makes it impossible, so who knows what sorts of perverts and various scum are arbitrarily being given power over you.
And then there's the Watch, who, in a similar vein, try to make themselves seem important, but are really just ridiculous. Petty theft, bar fights, parking violations, the like. While their utility is minimal, they are in charge of policing the place, and again, without background checks. Anyone with a little charisma and a poker face can make it in.
Let's see...Shibusen is run by children, we have no juries, and they don't really know for sure that you can go home after the war is over, they're saying that so you'll help them.
