[Mister prim and proper is once again standing right in the middle of the camera. He is not even a millimeter off.]
I hope you are all recovering well. I am here to bring you an announcement. Watching the city while protecting it from the outside has been a problem for us lately so we're here to fixed that. We'll be bringing in a much more organized patrol system to help protect the city. It will be organized by Roy Mustang, but we, here at Shibusen, will back the system up whenever it needs it.
We know that we are understaffed and cannot protect everyone on our own. We also know that there are people who have wanted to help but lacked a partner. This is a chance to fix that.
[nods, straightening his tie...a little too much on the left? On the right? He does this for about two-three minutes..maybe it's too much....it's kinda dirty..]
