When is excessive force not excessive force?

Cops beating someone until they die is generally considered reprehensible, or at least I continue to believe and hope so. Cops electrocuting someone until they die... apparently still a gray area.

To help law enforcement with tough decisions like this -- not specifically whether to continue electrocuting someone over a dozen times if doing so is ineffective and deciding at what point doing so is "excessive", but more along the lines of whether to "randomly" search a given individual -- I saw a device on the Dorkbot list from a local creator called the iSrch Rndmzr 3000. Don't forget the accessories.
