Yep; Ianto regards this as one of the ironies of his life - that he's got two "families" (Torchwood and the Halletts) to whom he's far closer than to his biological family. Dora and Tosh have replaced Rhiannon, Owen (now, even if not before) has replaced Dafydd, the Halletts have replaced his parents. A part of him is guilty about that, but he's slowly learning that it's not wrong for him to feel that way.
As for confronting Dafydd - not quite, not in the way I suspect you mean. But he will be coming to a realisation in the next part that'll let him lay that ghost to rest, all the same. Also... remember that we see Dafydd through Ianto's decidedly biased eyes. It's true that Dafydd wasn't particularly nice to Ianto when they were younger, but we don't know if Ianto's right that he probably hasn't changed since.
(I'll confess. I have a short one-shot from Dafydd's POV, that talks a little about Ianto and what Dafydd thinks of him. I'll probably post it after I'm done posting this fic...)
The thing with the Weevils was written for three reasons. One, to give Jack a reason to go poking around in Ianto's head and therefore learn more about him and his family. Two, to demonstrate that their bond is definitely helping Ianto's telepathy; it's more instinctive now, and Ianto's not as uncomfortable about using it as he used to be (remember how he only used it as a last resort in the YTNW and thereafter, and then kept putting off dealing with it...). Three - um, you'll see later. =D
