A bit of arty-farty silhouette fun. The Master's tied the Doctor up nice and good... "up" being the operative word.
...meaning the Doctor is, as you can see, dangling from the ceiling. This allows the Master to a) cackle evilly, b) to kiss his lower lip better, and c) to make him literally dizzy with a few well-applied kisses, sending him swinging.
Master: "Having fun? Mm? Let me give you a bit of a nudge... mwah..."
Doctor: *sob*
Master: "Now, that's more like it. Beg."
