See, Usopp couldn't help noticing that things were pretty much just shoved into piles while people looked for things that they wanted, and nobody ever cleaned around here, so. There they were in their glory. And who was he to say no to a good distracti- challenge. So he picked himself up early in the morning, grabbed a broom and got to it.
Walking in, you'll find he is not behind the counter at any point- instead he'll be organizing things into different categories of his own design, not to mention sweeping dust clouds out into the street at random intervals. Help the new management? Try to find something you may have just seen and set back down?
Then by all means, do it- he'll be here all day.
