There's only been at outburst of crime in the Mall once before, in the form of a frenzied riot almost a year ago. Back then, the only way the damage and troublemakers were stopped was by Mall residents turned law enforcers.
This time, there's no fire on the streets. No scent of burning rubber, no broken storefronts and illegible vandalism. The peak in crime is still there, quietly taking place under the surface. Banks are being held at gun-point, people have been killed in crimes of greed, passion, lust - every old reason under the sun. Petty pickpockets dart in and out of crowds, and dressed up drug dealers loiter in the alleyways, whistling at potential customers.
It's a new world after the Conception, and not really a better one.
