It didn't take very long for my love of crossovers to show, did it?
First off? I have this...problem shipping Elena with men. I don't know why, but most of the time it does not translate. I mean, I watch her scenes with the guys and go, "wow, that was a nice scene" but then the sun comes up and reality sets in the show goes off and I'm not interested anymore. Elijah and at times Alaric catch my attention a little more (and my roleplay partner for life iluvroadrunner6 has somehow gotten me to ship our Stefan/Elena), but it's still kind meh. So...there's that.
As for the actual shipping of Elena with Billie, it kind of happened on accident. I was making advertizing banners for the first round of xoverexchange and was like, "I need a Charmed banner!" I didn't have one for The Vampire Diaries made either, and somehow I ended up with one of them. I think it was just that the photos worked well together. The thing is, the more I thought about it, the more I thought they would work well together too. They can defintely identify when it comes to the loss of loved ones (and feeling somewhat responsible for it) at the very least.
Of course the bad thing about shipping them so hard is that no one else does, but...well, that never stops me. I just request it everywhere I go and hope someone listens.
