I've decided that Dr. Midnight is not going to be a traditional pulp style hero. He's going to be a Virtual Adept Neuro-linguist instead. He's still the master of fear, and such, but he uses his Focus (Language) to create the correct mental image (either a scary one, or whatever) and drive people toward that image (for good or for ill.) I think in this set up he's more interesting than a traditional pulp hero. This doesn't change my Costuming needs, or even shift around that he's pulp (He still fights for what he believes in, 2 fists and balls of steel) but his focus is changed from more toward the adjustment of information and perception creating the illusion of whatever he wants.
