Syria is censored by the UN. Well, since those countries who insist on the censure are the US, Britain and France, it was likely to go through. Besides, we all know what good a UN resolution does anyway.
While I don't mind the UN and find that much of their work is meaningful, these censure resolutions are not.
Ironically, certain countries that are involved in the signing of the document and belong to the security council (many of it's permanent members included) never uphold the damn things anyway. In some of these countries cases, they simply increase their economic trade with the censured country and thus increase their own economy behind the backs of those who they signed their promises too.
