efficiency proposal
Currently, my financial aid is disbursed to the school, and is used to pay for tuition and fees, etc. and I get a refund check of what's left. I have a proposal for a more efficient system: my financial aid should be split between UTD and Starbucks, and UTD can continue to refund me what I don't use of the disbursment there. No such contingency needs to be set up for Starbucks.
