When: December 31 - January 1; 5 PM to after morning sirens
Where: Heiwausou of Kogakyo & the docks

For New Years' Eve, effort and work had clearly gone into preparing the Heiwausou of Kogakyo to receive its guests.
A young man or a woman would guide any arrival down the corridor to the gardens, concealed by a Darkness-Proofed glass dome. A luxurious fountain rested in the center amidst bushes and beautiful flowers from roses to lilies. An elegantly decorated stage laid at the far end, featuring fan dancers dressed in kimonos and the occasional singer. On the side, an orchestra played music that filtered elegantly throughout the spacious area, with plenty of room for dancing. On the opposite end, a long table dressed in beige cloth presented food of all variety, arranged attractively on pristine dishes.
Farther back, two men guard and tend to a large bonfire. They encourage guests to throw in their old belongings and discard them in favor of the new year.
Inside the Heiwausou, other men patrol the corridors, refusing access to anyone except those specially invited.
Whenever the early morning sirens go off, the guests will be invited to the docks. Sky lanterns will be available to release into the sky and towards the sunrise. Ukyou rented as many party yachts as needed, and everyone will have the opportunity for a ride out into the ocean for half a mile before it turns back.
