Parents are supposed to look after their children, after all! And you're also right. Those of the newcomers that are kids are well looked after. So, why ... why can't the people who are here do the same?

Perhaps they've grown so used to the dangers outside that they feel nothing can touch them once they are inside. That once inside, it's not dangerous anymore.
