There was one individual - a fellow named Noytra Jiruga - who, upon being provoked, destroyed an entire apartment building. A great number perished. He has yet to be apprehended, for all that I informed the police of his identity.

I witnessed him doing it. I need not say that he only allegedly did it; I saw it myself, and he readily claimed responsibility.
