I do wonder if the pull's activity correlates to the same force that generated the earthquake- if this is a sign of further trouble, or a side effect. It's unfortunate that there's really no records to go by beyond trust and instinctive judgment, nor does this city really have any official position on placement of minors, when it comes to newcomers.
The bottom line is, I can't keep her here as a ward of the clinic for very long, but I want to make sure any potential surrogate is of good character and has the means to provide for her.
