That would depend on what they might want. Perhaps just an exchange of information. Or, like the last time we bargained with them, we could give them space in the Towers and let them put up fliers in the lobby. First we'll need to find out what it is they would like, and then go from there.

They might. We'll make a list of what we want and need, and if all they want is information, and it seems relatively harmless? Then I see no reason why we shouldn't give them it.

It's not just a matter of finding a place for people to live. What if someone arrives during the night? Would you be willing to risk their life just so you don't need to get the companies involved in a building they are already involved in?

Look, I don't think it's a good idea to bargain with them for anything. What if they set up the newcomer killers, to make us need them?

How does the newcomer killer benefit the companies? If what they want to do is exploit us, then they need us around, not dead. Of course, I do realize that might not be as good a theory as your conspiracy theories are, to you, but it is a reality.

Whoever the Newcomer Killer is? He's not doing this to benefit the companies. By hurting us, he's hurting them, and they won't take that lightly. The enemy of my enemy is my friend. That is what we must do.

I am proposing that, once again, we have a place for Newcomers to stay. Whether we do anything about it or not, more Newcomers will be coming into the port. They need somewhere to live and be protected. If we didn't do anything to help them, then what have we accomplished in this city? We would be showing new arrivals that, just like the companies and everyone else in this city, we do not care about them. That we don't wish to help.

That would be the wrong thing to convey, wouldn't it?

So, if I am hearing this correctly, you want us to take down the towers, build some kind of building, and then send everyone to sector nine to live.

...You have been here for awhile now, have you not? How does any of that work? In keeping the Towers, they are there for when someone comes in during the Darkness, and they can automatically go, be safe, and get a room for a month of free living. What you are doing is coming up with an idea without thinking it through. Who owns those buildings in sector nine? AGI and SERO.

I think our chief concern right now should be making sure we do not become targeted again at the Center. With the Towers uninhabitable, we're the next obvious target. Even with the bomber caught, there may be copycats standing by, to pick up the torch.

You were a chief of security. This is your prime time to put a foot forward in action.

That said- I.... don't think we should speak of company aid in terms of our sacrifice. Negotiations will take some compromising, of course, but... I hold serious doubts we'll reach consensus. It's in the interests of AGI and SERO both to hold footing close to the Core, and I suspect the city will only permit them to remain in any control of the property if they're doing it under the pretense of civic duty, of newcomer assistance.

If we frame it in understanding of that, we might be able to gain a bit more.

How long will it take to re-seal the areas that are still structurally sound?

You act as if I made this announcement without making plans, doctor. The security at the center has once again been upped. Security has always been a priority, and ever since the bombing scare... let's say it's not an issue.

I don't wish to lie to everyone. It's not an easy decision, but I do agree with you, that framed in that way, it might be better.

I don't think there are too many concessions which can be made on the group level. But if we can direct corporate attention to the investment of the other party- well. They claim it often enough themselves. Competition between AGI and SERO is the lifeblood this island thrives upon.

We only need to appear an appealing enough noble cause. I'd be safe in assuming their public relations want to disassociate themselves with the position of our attackers?

Then I think efforts ought to focus on securing a partial inspection of a few habitable floors. There's no reason newcomers shouldn't be able to double up on occupancy.

Of course. Getting both companies to begin their fight with each other once more is the best way to get us out of our given situation. As long as... no one gets the idea to go after the companies all caped crusaders and such, then we should have no problems with thier public relations.
