According to report, there were earlier incidents, decades ago.
[At his statement that he'd want the people responsible to fix it, she shakes her head.] No, Draco Malfoy. This power, and perhaps even this island, was built, or at least modified, as a prison to hold people like us. The natives of this world, not those of us kidnapped from elsewhere, but anyone with abilities not possessed by normal humans. The current situation came about because the prisoners attempted to escape by attacking the Core; the backlash killed almost everyone then on the island.
Any survivors off the island would be hostile, motivated to keep us here or kill us both by that hostility and a sensible fear that we might retaliate, and possibly in possession of information about how to control something so powerful it's kidnapped us from many elsewheres and elsewhens. We have no idea who they are or where they might be, and powerful as some of us may be, we can't leave to search for them.
Don't go looking to anybody responsible for this predicament for help. Don't go looking to them for revenge. Just hope they're already dead, and try to deal with the situation as best you can.

I believe that the Core is damaged and leaking radiation.
I believe that whoever or whatever controls the Core is not engaged in city politics - there's no sign of that degree of power interfering. I tentatively believe the Core is intelligent and self-willed and choosing who to Pull, but if so, it clearly has a mixed agenda: I can't imagine a single motive which would account for all the people chosen. This is emiently possible: people do so often have mixed motives, the Core is not human, and given the damage and isolation the Core may well not be sane. As an alternative hypothesis I do not believe but am exploring, the people chosen could also fit the pattern of a committee: several people choosing some individuals, with group veto.
I believe that Darwin, of Darwin's Guide to the Darkness, probably knows more than he's telling, and certainly is perceived by the corporations to know more than he's telling. The man's been killed seven times by AGI and SERO, plus an unknown number of unsuccessful attempts, and all he does publicly is maintain a reference guide about the Darkness and Darkness monsters, which is useful for everyone.
[A pause.]
I believe that the current situations is unstable.

For reasons that I think would be lecturing excessively to discuss, I believe random change in stable situations is usually for the worse, as is deliberate but ill-thought-out change. However, precisely these changes open the situation to deliberate change, which can be for the better. Therefore, most improvements in stable situations - especially most drastic improvements - occur after turns for the worse.
This does not mean, however, that most turns for the worse lead to turns for the better. Also, as I noted, I believe the current situation is already unstable.
