Or if we get technical Transformers are vaguely defined by Transformers: Prime as living metal and in the live-action movies one of the characters mentions their armor regenerates suggesting that all Transformers would be made of some kind of living metal. They are not technically organic User-types but they aren't exactly robots either since they were all potentially created by vaguely defined god-entities. Canons are shady about that part.
IN OTHER WORDS I just nerded EVEN MORE all over this post and I'd say maybe User-ish but stuck in their robot modes(+ TRON lines) on the Grid? Up to you about User powahz, though.
