"In person" is relative for someone who's really only a little chip, but Delta at the very least doesn't appear to be connected over the main network when he "runs" through the air to approach Soundwave. He doesn't seem to be any larger than his usual network appearance - about eight inches tall, and he stops a few feet away to nod in greeting.

"Hello."

That... startles him more than it should. Probably because he still expects flesh and blood rather than a program.

Soundwave jolts a little, blinking, then slowly nods.

"Delta. Good to see you," he speaks sincerely. "You have been well?"

He tilts his helmet to the side at little at the indications of surprise, but does not comment on it.

"As well as can be expected," he replies conversationally. "York and I have been strongly affected by the disappearance of Carolina, Psi, and Chi, but we are relieved to have recovered Agent Texas from her dormant state and restored her to a body of her own."

He approaches a little closer, perching on the table where the second place-setting has been set up. "Additionally, although it has been highly amusing to patrol the station in my guise as a Paladin Warrior, the return of the holoprojectors to ordinary functionality is far safer."

"Their disappearance is unfortunate," he replies quietly. No, he did not know them, but it affects Delta. And that's no good.

Still, it seems Texas has finally returned. A plus for them.

"Yes, I'd been meaning to thank you for your help with that," Soundwave mentions, remembering Delta's assistance with Shockwave. "Without you, I'm certain we would have been in a very bad state as of now."

"Indeed," he says quietly. "However, we have survived their loss once before. Coping mechanisms have been found."

He brightens up at the next bit, though, sounding somewhat amused. "You are welcome. Assistance is my primary function." Which is related to their current task, so Delta jumps straight into speaking about the project.

"Regarding the construction of a communications tower, do you have a blueprint to follow or will we be constructing it primarily out of whatever materials appear useful?"

"Loss does not continue to be easy each time," he remarks, understanding this. Emotion is still very raw for Soundwave; when he feels loss, it is at a pace in which he cannot control. Sorrow is difficult to control.

A small smile is formed. "I am aware. Thank you nonetheless."

A fair question. "I will make blueprints once I understand what we have. It is possible we will have many different parts that I need to adjust in order for it to work properly."

That Delta will admit to any emotion at all is significant. As the Alpha's logic core, even the Director had not been certain Delta would have emotional reactions to loss. Then again, it would hardly be the first time he had underestimated the results of his project.

He does nod in acknowledgment of the thanks. Delta had found it a refreshing change to affect events directly rather than through advice and assistance alone.

"Understood. I would agree it is probable we will obtain many mismatched materials; I will be happy to catalog and organize them according to usefulness."

He can't help but smile a little at Delta's complete willingness to assist in all manners. The A.I. has been extremely useful.

York is spoiled. He feels that Delta is almost wasted on him, but he knows that Delta would disagree. Bringing it up would be pointless; causing a dispute would rid him of a perfectly good ally.

"That would be extremely helpful. Thank you, Delta. Possibly a useless question, but is there anything I can do to assist you in return?"

There's no doubt that others from Delta's home would have felt the same way, as they had certified the use of only one smart AI for the entire Project. Bending the rules or not, it didn't change that Delta was probably capable of running this entire station if he set his mind to it.

Still, he was more than content with York - he was happy. And who, AI or otherwise, could say they did not want that?

"If Program Omega, the large black dragon, should cause any trouble, please contact me immediately. It can be difficult to track his movements."
