More of less Shockwave is there because he's a bit wary about all of this. Possible ramifications, unforeseen possibilities. There are plenty of things to think about. Plenty that could come from this. Even if the other Decepticon is just meeting with those who wish to speak about his little plan. Shockwave still feels the need to at least stay close. Hypatia had a lot of surveillance, he would not take any chances of loosing the communications officer again.

Not when it's so easily prevented.

He sits himself at the base of a nearby tree, scribbling things down in a notebook. Every so often he glances over to Soundwave, just to be sure.

There is a period of silence. Then eventually, Soundwave glances towards Shockwave.

"YOU CAN BE CLOSER," he speaks in his normal monotone, his brows knitted faintly. The communications officer understands how protective Shockwave is right now; frag, he himself is really no better.

But it worries him a little. There are a lot of other feelings that he doesn't know how to define yet, but there is worry.

While Dug does not expressly understand the idea of tea or meetings, the presence of a table, food, and people in a grassy, open area during the daytime helps him define the situation. This was a picnic and they were clearly in a park. The thought had Dug so excited he could barely contain himself. Joe was seated, and his friend, the not-Joe, was writing in a book.

Dug watched him for a while, and finally, heedless of their conversation, jogged forward and dropped a stick on the ground almost exactly between them. His meaning was clear enough that he didn't bother talking, but for a litany of quiet 'Oh-boy's.

The scientist pauses in his notes, keeping his focus solely on the other Decepticon. Yes, he supposes he could move a bit closer, there is nothing stopping him, but...

"I do not wish to deter people." It is a reason, his vision is quite good so he has no problem keeping an eye on Soundwave from where he is, and he has always been better at long ranged attacks - should anything happen. Where he was seemed fine.

"... Unless that was a request, I-" he pauses, as Dug dumps a stick between them.

He wasn't used to dogs, it had taken him quite long to get used to Soundwave's cats back in the City. Dealing with animals was not his strong suit. So what was one supposed to do with a stick? Sticks were incredibly useless aside from the occasional use as a last resort weapon or for temporary medical use. Neither of which would somehow apply to a small, furry, four legged canine.

How confusing.

Sarah arrives a few minutes after noon. She raises an eyebrow at Howard's setup - what is this, a tea party? - but doesn't comment.

She's more interested in the man seated under a tree a few yards away. She studies him curiously as she approaches. If the hair color wasn't enough to give him away as an associate of Howard's, the fact that he's making no effort to hide himself would be.

And if Howard doesn't see anything weird about his friend watching them from under a tree, well, she's not going to question it either.

She pulls back the second chair at the table and drops into it without ceremony, nodding in greeting to Howard.

"Hey."

"Hello again," he returns, his eyes peering up behind his red shades.

Once again, her. It seems, more than ever since T-800's disappearance, she's become more desperate to leave. Really, there is no blaming her. Soundwave would be in a bigger rush if he was still separated from Shockwave.

For now, he's being more careful. Taking precautions.

"Just a moment."

The blue-haired man tilts his head, then draws his fingers through the air. It's in some practiced manner, as if he's done it before. Maybe it's a prayer, or maybe he's just odd.

To Shockwave, it's easy enough to discern; he's changing the sound in the immediate area. Should they speak, anyone outside of their radius would just hear a discussion of weather.

Amongst the three of them, the sound is normal enough, but it sounds a little more like being in a bubble.

"We have a lot to talk about, I imagine."

There was a new person.

Dug, who had been jogging around the general area looking for squirrels, (There were none, thankfully.) decided to watch as the strange new person sat down with Joe. The air sounded weird and Dug scowled at it before becoming distracted by Sarah's scent. He practically mashed his face into the ground as he followed it to the back of her chair, finally identifying it as hers as he nudged her thigh with his nose.

Satisfied, Dug huffed and sat down. She was new, he would watch her with Joe. She might spoil the picnic.

She also might have treats.

If his tail wagged as he thought that, it was purely accidental.

"We do," Sarah agreed gravely, and then jumped as something wet and cold pressed into the side of her leg.

She turned and stared at the dog now sitting next to her chair, tail wagging fiercely and tongue hanging out the side of its mouth as it panted happily at her.

"Um," she said, her train of thought temporarily derailed. "Is that...your dog?"

"In person" is relative for someone who's really only a little chip, but Delta at the very least doesn't appear to be connected over the main network when he "runs" through the air to approach Soundwave. He doesn't seem to be any larger than his usual network appearance - about eight inches tall, and he stops a few feet away to nod in greeting.

"Hello."

That... startles him more than it should. Probably because he still expects flesh and blood rather than a program.

Soundwave jolts a little, blinking, then slowly nods.

"Delta. Good to see you," he speaks sincerely. "You have been well?"

He tilts his helmet to the side at little at the indications of surprise, but does not comment on it.

"As well as can be expected," he replies conversationally. "York and I have been strongly affected by the disappearance of Carolina, Psi, and Chi, but we are relieved to have recovered Agent Texas from her dormant state and restored her to a body of her own."

He approaches a little closer, perching on the table where the second place-setting has been set up. "Additionally, although it has been highly amusing to patrol the station in my guise as a Paladin Warrior, the return of the holoprojectors to ordinary functionality is far safer."

"Their disappearance is unfortunate," he replies quietly. No, he did not know them, but it affects Delta. And that's no good.

Still, it seems Texas has finally returned. A plus for them.

"Yes, I'd been meaning to thank you for your help with that," Soundwave mentions, remembering Delta's assistance with Shockwave. "Without you, I'm certain we would have been in a very bad state as of now."

Compared to many of the other residents of the station, Kat was still a fairly new addition. There was only so much information on what Charles Sagan had been up to, surface details, just whatever had been safe enough to mention on the network where Hypatia might absorb the data ( ... )
