I'd seen this photo before, but was captured by it again thanks to links via the Ballad of Bethnal Green. However, most of the copies seem to be cropped. I can see why, because it brings the subject to the foreground, but then the wonderful contrasting sunlight is missing.
As ever, the frustrating question: who was she?
