I had been thinking in terms of the amount of water and fertiliser she will need, and how much space should we set aside. I also do not know if there are insects and diseases still about that would harm the plants, and if some manner of deterrent will be necessary.
In addition to the installation of an irrigation and water storage system, as well as greenhouse expansion or conversion of the field for agriculture, some way of storying surplus food should be established and maintained. Though there seem to have been buildings here for such a purpose, I do not know how viable they are now.
I would also like to establish a perimeter wall around the more vulnerable parts of the city for protection against monsters outside the city boundaries. While that would not deter the creatures within the city, it might help to control their numbers.
Reconstruction of the various buildings should also be looked into, though that has been brought up previously. It may be best to have members of each residence form their own labour crews for this purpose.
We may also want to consider clearing the sewage system. It appears to be a breeding ground of sorts for some monsters.
This is just my impression, but, I think the wall might be useless. We don't have enough materials, and the monsters kinda stick to their areas, right? As for the rest... it's like we're turnin' this place into a farm...
I will admit the wall was low on my priorities. There are a number of other things that would be needed as well, which would be most difficult to obtain.
Many of the villages in my country began as small homesteads of extended families. If a society is capable of sustaining itself, it is much more capable of surviving.
Would it help those who are currently supplying the water if an irrigation or some other water-regulation system was established?

Also, I had been curious about Lady Yorda's situation. Does she have a list of things she would need if we were able to make the park arable?

This being the case, volunteers will be needed for transport, as well as other tasks.
