I wonder if it was the announcer's first day, last day, or if he was just stoned.

And hee, I think he was just happy. There was also some "go All Blacks!" (to general cheering) and then a very, very sneaky "...go Wales!" to which there was a concerted HEY! from the Aussie supporters heeeee.
