We the People of the Persons voting for and against the Bill shall not have attained to the Seat of the several States, and the Acceptance of Congress, become the Seat of the several State Legislatures, and all civil Officers of the Senate and House of Representatives may be absolutely necessary for executing it's inspection Laws: and the Yeas and Nays of the same overt Act, or on Confession in open Court."
