This amuses me.
Basic summary: Comcast, a phone/internet/cable provider, decided to take it into their own hands to "protect" copyrighted material on the Interweb. They monitored all of their customers' internet use and blocked programs and access to people with high download rates. The FCC has stepped in and said that this is illegal, which makes me go "???". The FCC will step in and protect your rights if they're blocking your ability to download copyrighted material, but you can get jumped on for having the material on your computer.
I suppose it makes sense. More people can be prosecuted that way.
