Do artists only get gifted with art, and writers with stories?

No, you can request art or a story, though you'll only get one or the other, unless your person is multi-talented and ambitious. Obviously there are generally fewer artists than writers, so only a few people will get art out of everyone anyone, and the artists can of course request and receive stories.

Is there a secret place where everyone finds willing betas? Or is it more of a "well, if you spend enough time in the fandom..." sort of thing?

The latter, but asking around on your LJ is sometimes helpful. There may be comms devoted to matching up betas with writers, but I don't know how active or helpful they are.
