I know that geocities has bandwidth limits, so if a lot of people are trying to access the site at once, it will go down for an hour. Everytime I've checked it's been fine, though. If you're having a problem with ALL geocities sites, then I'm thinking it's probably something on your end. Wish I was more helpful, but I'm technologically challenged!
