Assassin Jim

I have been looking for a fic forever. I read it a long time ago. It's an au. Jim is an assassin primarily based in Cascade. He only accepts targets that are morally bad and someone hires him to shoot Blair. Blair is a consultant or an activist of some non profit. And the guy who hired Jim says Blair is embezzling.
I really remember one scene where Jim is about to shoot Blair, feels something is wrong and goes down to talk to Blair. He says something like " nice speech for an embezzler" and Blair is like "what?". There's also a scene where Jim compliments Brown on his subtle interrogation technique.
Major Crimes is involved because they know of a threat against Blair. But Blair does not work for the PD.
I thought I read it on 852 Prospect but I can't find anything linked it. Any ideas? This has been driving me crazy!
