No, really, it's not part of our contract

The project I'm working on currently is the second phase of a development. I work directly for the design/build contractor and we also have a team that works directly for the Developer.

We also did work during the first phase that included an assessment about flooding risk (FRA) that's needed for some sustainability points. Our project needs to do the same assessment, but we can't provide it to them because it was done under an NDA.

Me: I can confirm it's possible to get the sustainability points, but you'll need to get the report from Contractor B who built the original development. Also, Consultant C will need to update the report to reflect current conditions as that work is part of their scope.

None of the subsequent correspondence from our client was cc'ed to Consultant C.

Client (six months later) So, do you have the information you need to do the FRA?

Me - No, we have no information at all and you should be talking to Consultant C.

Consultant C - I was wondering if you knew anything about the flooding risk in the area?

Me - No, that's not part of our scope.

Consultant C - I give up then! [1]

Client (a few weeks later) I've raised an RFI (request for information) to ask your client team if they have any information.

Me - That's great. I'm sure that will help Consultant C a whole bunch.

Our other team - Nope, we have nothing to give you.

Client - Great news! We got a copy of the report that was written by Consultant D! Can you let me know if you have the information you need now?

Me, - Um, that report you sent is actually a hat.

Client (to the Developer) [My company] says that the report you sent is actually a hat.

Developer - It's not so much a hat as it is a chapeau. It might be useful.

Client - We'll I've asked the Developer again for the report but what do you think our fall back position is?

Me - To talk to Consultant C?

Client (yesterday) I have a line on a possible FRA by Consultant E, but if that doesn't pan out, how much do you think it would cost for you to write the report?

I guess they really want us to write the report.

[1] This is a popular stance by Consultant C - they call us up to ask us what they should do about certain requirements and then give up when we tell them it's their responsibility to decide.
