That is what many legends say on the story of our universe's creation. There's evidence in our world proving the existence of Arceus, so we know that the pokemon of myth is said to exist, and Arceus' creation of the dragons has been witnessed, but we cannot say for sure if Arceus is truly the creator of the universe.
