This is an easy episode to love--it's so slashy for one thing and the garage scene redeems almost any amount of squicky plot and other nonsense.
Vice would be prostitution, pornography and illegal gambling, right?
Every jurisdiction organizes things differently--but those are very reasonable guesses. The Los Angeles Police Department is a reasonably good analog here because it has a Major Crimes division, Vice division and a Narcotics division.
Vice investigates anything to do with organized crime, and investigates, as you suggest, prostitution, pornography and illegal gambling. Also any illegal alcohol issues that arise.
So, VillagePeople!Jim could have been trolling for male prostitutes, he could have been investigating pornography (he looks more than a little like a gay porn star), trying to work his way up from the bottom in an organized motorcycle gang maybe.

Also really *love* Blair perching on the arm of the sofa (and Jim, who fanon tells us is all kinds of anal, not minding at all).
I've never thought Jim was anal at all. It's obvious from "The Rig" that he has his limits when it comes to putting up with a mess in the loft, but I think the house rules stuff was just Jim joking around. Not only does Blair have his feet on the couch, but he's also bought food into the living room for Jim to eat.
I can't stand Sheila Irwin either. In the flashback, I thought she had a worse attitude than Jim did. Unfortunately we have to put up with her again in Hear No Evil.
Except that Hear No Evil seems to imply that Narcotics is a sepate division in the department. Curse that continuity again. Or maybe there was a reorganisation in the PD over the timeframe involved?
Or maybe it was just another data entry error. After all, this is the same ID that lists his eyes as brown instead of blue and lists his nationality as American instead of USA. :)
Honestly, how hard is it to check these things out?? Seriously!
I mean I can do the research to figure out this sort of thing--why can't the show's writers? (Even in 1996 all it would have taken is a quick call to a representative police deparment, I've always found them very nice about answering questions.)

Oh, now that's an interesting idea too. Either of those would work as an explanation. There's nothing in an episode that says he worked for Narcotics, right, just that prop ID? Or is my memory bad. I like that explanation. :)
I'd like to see a short story that shows desperate Jim, trying for *ages* to get the personnel department to change his ID to the correct dates.

I don't think so. We know from "Black or White" that he worked patrol for a year and was partnered with Candace during this time and we know he worked in Vice because Simon said so in "Deep Water" when Jim came to MC as a new member.
And writing the Sentinel/bureaucracy battle, me? *g* No way . I have my hands full with creating at least semi-coherent comments. *g* So, it's free and up for grabs. Go for it. ;-)
