1) crop your image and duplicate it (ctrl+J)
2) go to image > adjustments> auto color (shft+ctrl+b) Diagram



3) Go to layer > new adjustment layer> color balance and put in these settings
Midtones: -32, +18, +49 (make sure preserve luminosity is ticked) Diagram 1 Diagram 2



4) Go to layer> new adjustment layer> selective color and put in these settings:
Reds
C : -100
Neutrals
C : -10

5) Go to layer> new adjustment layer> selective color and put in these settings:
Reds
C : -100
M : +62
Y : +100
B : -10
Neutrals
C : +10
M : -1
Y : -2
B : 0

6) go to layer > new fill layer > solid color and fill with #0F114B. Set this to exclusion 60% Diagram



7)go to layer > new fill layer > solid color and fill with #E271BC. Set this on softlight 60%



8)go to layer > new fill layer > solid color and fill with #12E9E6. Set this on saturation 22%



9) Duplicate the first layer (the auto color one) and drag it to the top and set it on color-burn 45%



10) Zoom in on the icon. Blur her skin (strength 64%) and brighten the eyes using the dodge tool (range: midtones. Exposure: 80%). Add brushes/text or leave it as it is.
Sharpen 80% and Voila!
