How do characters ICly start in the RP after they first join? Are they a new member to the crew/ship, or can you choose for your character to already have been on the ship for quite some time?

It's perfectly acceptable to have your character be a part of the crew before gamestart, and several of our applicants have done this. (But having a character be new to a crew also works!)
What about for future applicants? This might be me thinking WAY too far ahead, but once people apply after gamestart, wouldn't it be hard to have new applicants apply as if they were part of the crew from the beginning, due to the interactions that have already gone on?

New applicants may have to apply as new members of the ship, or make arrangements such as having an extended absence from the ship. Sorry, I'll need to talk this over with my fellow mods, but I don't think it will be too much of an issue and we can work things out personally on a case-by-case basis if need be.
Between you and me, some of these ships could really use a psychologist. *eyes the Victoria II* However, I've already spoken to one of the captains on a similar matter and they decided it would be unfair to create brand-new positions whenever someone requests it.
What you can do instead is to sign up for an open position and say that your character does a little of both. In the psychologist example, if the character knew at least a little first-aid, he'd be great for a Doctor. There's also the option of picking the Seaman position and assuming that your character acts as a psychologist instead of doing heavy work. Third, you could put someone as a passenger on a ship and say that they use their skills to pay their way along.
As for your second question, yes, there are most definitely pistols and other sorts of guns in this setting!

What about being a regular passenger of the Winding Way who knows that they are looting, but plays along? I'm thinking that Joshua would, say, play games of poker (sob I still don't know how to play) before/after the performances and split his winnings with the crew after? Like, he's not really a part of the crew, but on good terms with them? orz
It would be allowed, but they'd need a very good reason to be on the ship, even as a passenger. Two of our ships are military-based, after all, and I've been told that our one independent ship typically only allows passengers that know about the looting.
Still, if you've got a good idea and are in doubt, you could explain the IC situation to us. This isn't something we want to say no on, it might just be very hard to figure out.
Once applications are approved, is any of the information on them available to other players? I'm not thinking history and suchlike, which other characters might not know, but do we get the age/appearance stuff shown, and if so, where? Just, I'd like to know if I'm meant to know what other characters are supposed to look like if I'm RPing with them - and even looking up canon images/icons, there'll be changes to costume and stuff, right?
Speaking of which, about the character I'm applying for, Lavi - D.Gray-man is kinda steampunky itself in some ways, and I think his original Exorcist costume would fit in okay (without the insignia) - is it okay to keep stuff like that?
Each player should be posting their character's biography either in their character's journal, or on the profile page. This includes the sections on their age and appearance. If you see someone that's not doing this, please let us know.
It's not necessary to change your character's outfit! The above is simply a guideline for whoever wishes to follow it. You're right about his costume being steampunkish enough, anyway. :)
How's the communication thing work? I mean, how are people writing from one person to another, and how are they receiving it?
Also... personal quests... Zero is off and about searching for someone (whom unless someone plays, he'll never find) who has a huge reputation. So, how would that work in a game where probably 5% of players might know he's talking about?

We do accept either articles or radio transcripts from our players to be posted in tidesnews. That way, it'd get the information out to everyone at once!
