A bizarre political satire set in a world where the inhabitants are these robot / android type creatures.

Inner Horner is an itty bitty nation. They have a tree, a stream, and land about the size of a small closet for which the citizens hang out. Naturally with such small space some of the citizens find themselves accidentally crossing Outer Horner's borders. Outer Horner citizen Phil takes it upon himself to punish the other nation. With each incident that is beyond the Inner Horner peoples control, Phil becomes more and more merciless. He's not exactly an important person in the beginning but soon becomes a self-destructive dictator hell-bent on eliminating all of Inner Horner's inhabitants.

Weeeeeeeeeird. George Orwell did it better in Animal Farm though.
