All Super powered beings are to sign up within twenty-four hours. All protesters will be declared Enemies of the State, hunted down, and incarcerated. No exceptions.

The right of an enforcer of justice is valid worldwide. Super-Humans need to be held accountable for their actions, just like every other person.
